This study gives emphasis on how a values-based Performance Management System can lead to promoting congruence between organizational core values and the personal of employees. Specifically, this focuses tertiary higher education institution located in Manila, Philippines may be designed order achieve values. Congruence contributes success by ensuring that behaviors exhibited employees workplace are strategically aligned with vision, mission, goals, objectives organization.
